Notice is hereby given that sealed or electronic bids will be received by the
Board of Supervisors of Jackson County Mississippi,
until 12:00 noon (CT) on Monday July 6, 2020, for the following:

OCEAN SPRINGS SOCCER COMPLEX TURN LANE IMPROVEMENTS

Said bids are to be opened and read aloud at 1:00 pm in the Board of Supervisors’ Meeting Room
located in the Jackson County Services Building, 2915 Canty Street, Pascagoula, Mississippi 39567.

Contract Documents, including Drawings and Technical Specifications, are on file at the Office of the Chancery Clerk, at 2915 Canty Street, Pascagoula, MS. Official bid documents can also be downloaded from Plan House Printing at www.jacksoncoplans.com. Bid Documents can also be obtained from www.overstreetengplans.com.

Contractors have the option of submitting their bids sealed in an envelope or electronically through www.jacksoncoplans.com. When submitting an electronic bid, the bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. When submitting a bid electronically, the authorized signature shall be an electronic signature or handwritten in blue-ink signature. When bids are submitted electronically, the requirement for including a certificate of responsibility, or statement the bid enclosed does not exceed fifty thousand dollars ($50,000) or less shall be so marked on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal

Contractors will be required to register FREE with Plan House Printing at www.jacksoncoplans.com to submit an electronic bid. Bids must be submitted on proposal forms provided.

Each bid must be accompanied by a Certified Check, or by a Bid Bond signed or counter-signed by an Agency authorized to write such Bonds in the State of Mississippi; the said Certified Check or Bid Bond shall be in the amount of not less than five (5) percent of the amount of the Contractor’s bid, and shall be made payable to the JACKSON COUNTY BOARD OF SUPERVISORS. Electronic bids must be secured with a bid bond.

On bids, which equal or exceed $50,000, the name of the bidder, the number of the Bidder’s Certificate of Responsibility, which Certificate is issued by the Mississippi State Board of Public Contractors for the classification of work contemplated herein, shall be plainly written or marked on the outside of the sealed envelope containing each bid, and in addition thereto, the said envelope shall be plainly marked “Bid On Ocean Springs Soccer Complex Turn Lane Improvements.” Bids of less than $50,000 will be marked on the outside that the bid contained within does not exceed $50,000.

Bidders are hereby notified that any proposal accompanied by letters qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid and such proposal may not be considered in making the award.

All bids must be on file with the Clerk of this Board on or prior to the hour and date first mentioned above. Bids sent through the mail should be addressed to the Board of Supervisors, care of the Chancery Clerk’s Office, 2915 Canty Street, Suite R, Pascagoula, MS 39567-4239.

The County reserves the right to reject any or all bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional bids. The County further reserves the right to reject the bid of any bidder whom it finds, after reasonable inquiry and evaluation, to not be responsible. The County may also reject the bid of any bidder if the County believes that it would not be in its best interest to make an award to that bidder. The County reserves the right to waive all informalities not involving price, time, or changes in the work and to negotiate contract terms with the successful bidder.

Preference shall be given to resident contractors, and a nonresident bidder domiciled in a state, city, county, parish, province, nation or political subdivision having laws granting preference to local contractors shall be awarded Mississippi public contracts only on the same basis as the nonresident bidder’s state, city, county, parish, province, nation or political subdivision awards contracts to Mississippi contractors bidding under similar circumstances. In order to ensure that Mississippi’s so-called Golden Rule is followed, state law requires a non-resident bidder to attach to his bid a copy of his resident state’s current law pertaining to such state’s treatment of non-resident contractors. Resident contractors actually domiciled in Mississippi, be they corporate, individuals or partnerships, are to be granted preference over nonresidents in awarding of contracts in the same manner and to the same extent as provided by the laws of the state, city, county, parish, province, nation, or political subdivision of domicile of the nonresident.

In compliance with the laws of the State of Mississippi, in choosing materials for the project, the successful bidder shall be required to give preference to materials grown, produced, prepared, made, or manufactured within the State of Mississippi. The foregoing notwithstanding, no preference shall be given to materials grown, produced, prepared, made or manufactured in the State of Mississippi when other materials of like quality produced outside the State of Mississippi may be purchased or secured at less cost, or any other materials of better quality produced outside the State of Mississippi can be secured at a reasonable cost. The Contractor shall not use any materials on the project that are grown, produced, prepared, made or manufactured outside of the United States. If such materials are not available, then those which are grown, produced, prepared, made, or manufactured outside the United States may be used.
